sanchez. thanks for joining us. a high risk of failure. that is the this morning from a pg&e document about the very pipeline that exploded two-and-a-half days ago. despite that assessment, the document shows that pg&e did not plan to replace that pipeline for another three years. nbc bay area's tracy grant is live in san bruno this morning with the details on the investigation. good morning, tracy. >> reporter: good morning, kris. we're here live at the red cross staging area here at the bay hill shopping center in san bruno. now, it's a rather disturbing document from pg&e. and no doubt, the utility and the national transportation safety board will face a lot of questions about it today at a press conference that is scheduled to begin right here in about an hour. now, it may end up confirming what caused the explosion that blasted dozens of homes and killed seven people thursday in the san bruno neighborhood, and could help authorities determine who is to blame. the documents show that pg&e knew that the section of the pipe that ruptured was at a high risk to fail. and for three yea

people who just used a chain saw to crack open what looks like to be a fireproof safe they've let some people back in behind this barricade over the past couple of minutes going through some of the wreckage. right now they're sorting through what they found inside the safe. it will show you some video of the governor being debriefed by investigators and local authorities. arnold schwarzenegger was in china when this explosion happened the governors saying he spoke to president barack obama the day after who promised all the help that california needs. as for the reason for the blast the governor said that is still yet to be determined but he will get to the bottom of this. he understands so if the frustration was not been able to get answers about what happened and what went wrong. there's a lot of bureaucratic red tape a lot of agency spatter overlapping of the answers should be forthcoming quickly. >> you're only allowed to talk to the investigators, believe me within the next few days you have the information because of back now want it to drill down and get the information because

right now it's kind of -- it's a sad time for us so we are just trying to get this neighborhood back together. >> reporter: that seems to be what is the hardest part. a lot of residents grasping what happened and now trying to move forward and go on with this clean-up effort. a massive clean-up effort. and as you can imagine, there's been a lot of rattled nerves and with it comes a lot of false alarms. in fact, one that happened today, a second school was evacuated after teachers reported smelling gas in their classrooms. this time at crestmoor elementary school in san bruno. a pg&e spokesman said there was no indication of a gas leak, although classes were cancelled. officials say the smell was likely caused by a heater turned on. pg&e says they have been receiving more calls since the pipeline explosion. now, the environmental health services met with residents today in san bruno. it was a closed meeting. a lot of questions the residents had were, what are we going to do with the clean-up, who is going to pay? the county has a couple of options. they can foot the bill or the county
